The Crossing Report

Border brief,

Canada tariff list changes at 12:01 a.m. Friday; Windsor Assembly idle into November

The revised 50% Section 338 list applies to Canadian goods entered from 12:01 a.m. ET Friday, Oct. 30, and CBP guidance is still pending. Stellantis has now cancelled Windsor Assembly production through the week of Nov. 9.

At the border

Our live feed could not be reached when this brief was written, so we do not have Thursday-morning waits. The most recent CBSA readings we could see were from early Wednesday, Oct. 28: no commercial delay into Canada at the Ambassador Bridge (6:15 a.m.), the Blue Water Bridge (6:15 a.m.) or the Gordie Howe Bridge (last updated 8:01 p.m. Tuesday). At Buffalo–Niagara, the Peace Bridge showed 6 minutes for trucks and Lewiston–Queenston 3 minutes at 6:40 a.m. Wednesday; the Sault Ste. Marie bridge showed no delay. Check the live wait times and the Niagara page before dispatching.

Correction: Wednesday's brief called Oct. 30 a Thursday. It is Friday. The revised Section 338 product list, proclaimed Oct. 23, takes effect at 12:01 a.m. Eastern on Friday, Oct. 30, according to BDO. The rate stays at 50%. BDO counts 22 HTSUS lines removed, including some plywood, plastic film, boxes and packing machinery, and 100 added, including certain paints, carpets, air conditioners, freezers, power tools and valves. USMCA origin still does not exempt covered goods. As of this morning, customs broker GHY still lists CBP guidance on the change as pending.

Analysis: the entry date, not the crossing time, decides the duty. Tonight and early Friday are the window to settle. A load of newly added goods entered before 12:01 a.m. Friday avoids the 50% duty; a load of removed goods saves it by entering after. Brokers should confirm codes against the proclamation annexes today and watch CBP's CSMS feed for filing instructions.

Diesel

EIA's survey for the week of Oct. 26 put the Midwest diesel average at $6.480 a gallon, up from $6.352 the week before, as TheTrucker.com reported Tuesday. The U.S. average was $6.352, up 7.6 cents. EIA's next update is Monday afternoon, Nov. 2.

We still could not confirm this week's Windsor price or the exchange rate, so we cannot give a cross-border gap. See our diesel page once the feed refreshes.

What we're watching

  • Windsor Assembly. Stellantis has cancelled production for the week of Nov. 9, CTV News Windsor reported Wednesday. That adds to the weeks of Oct. 19, Oct. 26 and Nov. 2 already cancelled. Production workers are told not to report unless a supervisor calls them in. Analysis: expect light inbound parts volume to the plant over Detroit–Windsor bridges until mid-November.
  • Unifor talks. As of Tuesday, Local 444 president James Stewart said talks among the union, Stellantis and Ottawa were continuing.
  • The Soo. The International Bridge rolls the U.S. passenger toll back to $1.50 on Saturday, Oct. 31, midnight to midnight, MDOT says. The release covers passenger tolls only.
